Dr. Matt Carlson, OD

Pediatric vision, myopia control, Ortho-K, strabismus, amblyopia, eye-alignment disorders, and complex binocular vision. Leads PSEC's myopia control program — the longest continuously-operated myopia control practice in Seattle, with the Carlson family practice fitting Ortho-K since Paragon CRT received FDA approval in 2002.

Dr. Matthew Carlson earned his Bachelor of Science degree from Linfield University and received his Doctor of Optometry degree from Pacific University College of Optometry. During his training, he served as a clinical laboratory instructor and gained extensive hands-on experience working as both an ophthalmic technician and optician.

Dr. Carlson completed advanced pediatric externships through Pacific University College of Optometry and Northwest Pediatric Eye Care, where he developed a strong passion for pediatric vision care and binocular vision disorders. He was honored with the Tole Greenstein Award for outstanding achievement in binocular vision, vision therapy, and pediatric optometry.

Dr. Ono attended Indiana University for both his undergraduate and graduate education. While at Indiana, he served as a clinical instructor and was a member of the Beta Sigma Kappa optometric honor fraternity.

After graduation and successful license certification, Dr. Ono practiced in Minnesota and Tacoma, Washington before joining Puget Sound Eye Care. Post-graduate training includes successful completion of ocular therapeutic drug certification, laser certification course, and oral and injectable medication certification.

She works with highly skilled surgeons in Seattle to provide the best possible eye care. She also has a special interest in complicated contact lens fits.

Dr. Andrews has been active in the community both personally and professionally since she moved here in 1994 from Chicago. She dedicates one-on-one time with every patient to ensure their vision needs are met and that they receive answers to all of their questions about glasses, contact lenses, and eye care procedures.

Dr. Tran strives to provide authentic, empathetic, and personalized eye care to all age groups and patient types. He has been serving patients in some capacity for over 10 years — as a lab technician manufacturing lenses and glasses, an optician repairing, adjusting, and dispensing glasses, and as an optometric technician working alongside doctors and patients. As an optometrist, he now provides individualized care, catering treatment and management to each unique need.

Dr. Tran received his optometric education from Midwestern University, Arizona College of Optometry, where he gained hands-on experience in the subspecialty areas of contact lenses, prosthetics, pediatric care, low vision, and disease. His undergraduate education was at California State University, Fullerton, where he studied cellular and developmental biology as well as philosophy while conducting research in their tumor and immunology lab.

Dr. Cynthia P. Ruggeiro brings more than forty years of clinical experience to Puget Sound Eye Care. She earned her Doctor of Optometry from the University of California, Berkeley School of Optometry in 1984 and completed a Master of Public Health in addition to her optometric training.

Dr. Ruggeiro is a Fellow of the American Academy of Optometry (FAAO) — a recognition earned only by optometrists who have demonstrated sustained clinical excellence and contribution to the profession. Her practice emphasizes comprehensive adult eye examinations, contact lens fitting, and the long-term management of ocular disease.

Dr. Melvin Carlson founded Puget Sound Eye Care in 1978 after completing his undergraduate and medical training at the University of Washington, specialty training in ophthalmology at the Jules Stein Eye Institute at the University of California Los Angeles, and his pediatric ophthalmology and strabismus fellowship with Dr. Arthur Jampolsky at the Smith-Kettlewell Institute of Visual Science in San Francisco.

Upon his successful completion of his specialty fellowship and board certification, Dr. Carlson entered private practice in Seattle in 1978. He is an active member with many professional associations and the author of numerous publications in the field of ophthalmology and his subspecialty in pediatric ophthalmology and strabismus.
